When my husband keeps calling me he says that unless I go back to him he will commit 
suicide. Would this be harassment?

Yes, this behaviour could be harassment. Other examples of behaviour that could be 
harassment are:

making calls to another person and leaving threatening messages
visiting another person's workplace for no good reason
following you or someone close to you by car or by public transport
making rude or obscene gestures to another person
repeatedly driving by a person's house or workplace
damaging property belonging to another person
making threats of harm to you or someone close to you
leaving unwanted gifts
